Dr. Yosuke ARAGANE is Vice President, Head of IOWN development office, NTT. His responsibilities are managing IOWN Project in NTT and leading IOWN Global Forum operations with diverse IOWN Global Forum members.
Since his joining NTT in 1997, his major research area was Cyber Security especially in CSIRT operations. Since 2008, he had managed various R&D organizations in NTT Group where he had developed R&D strategies. Since 2016, he became the head of Cyber Security R&D Promotion in NTT R&D Planning Dept. In 2019, he became a Vice President of IOWN development office. And since 2023, he has the current responsibility. He is an Alternate Director and Co-Leader of Officer team in the IOWN Global Forum. He is a member of IEEE, IEICE, and IPSJ.
Mr. Shiro FukumotoDirector, Regulatory Development Department at SoftBank Corp
Shiro Fukumoto is the Director of Regulatory Development Department at SoftBank Corp., responsible for spectrum-related national regulatory and international standardization activities in ITU-R, APT and 3GPP NTN.
He has more than 15 years in the telecommunications sector addressing regulatory and technology standardization aspects.Most recently he played a leading role in key discussions and decision over two study periods, WRC-19 and WRC-23, on HAPS at ITU (ITU-R and WRC) and APT for WRC-23 agenda item 1.4, additional identifications of HAPS frequency bands, as an APT coordinator.He is also working for the vice-Chair of Telecommunications Working Group in HPAS Alliance.
Before joining HAPSMobile and SoftBank, he worked at eAccess Ltd., which provided mobile broadband service utilizing WCDMA/LTE technology under EMOBILE brand in Japan, and has participated in 3GPP RAN WG4 meetings involving discussions of RF standardizations (e.g. DC-HSDPA, LTE Carrier Aggregation) in Release 8 - 13 until the company was acquired by SoftBank in 2013.
From 2014, he has worked on two satellite projects in SoftBank in terms of developing national regulation for those systems - one on the deployment of SoftBank’s mobile satellite networks in Japan, and the other on the introduction of OneWeb’s fixed satellite service in Japan.
Prof. J. Morris ChangDepartment of Electrical Engineering, University of South Florida
J. Morris Chang is a professor in the Department of Electrical Engineering at the University of South Florida. He received a Ph.D. degree from North Carolina State University. His past industrial experiences include positions at Texas Instruments, Microelectronic Center of North Carolina and AT&T Bell Labs. He received the University Excellence in Teaching Award at Illinois Institute of Technology in 1999. He was inducted into the NC State University ECE Alumni Hall of Fame in 2019. He is an Associate Editor for IEEE Transactions on Reliability. His recent textbook provides comprehensive coverage of “Privacy-preserving Machine Learning”, Manning Publications, May 2023, 330 pages.
張致恩教授 (Prof. J. Morris Chang)任職於美國南佛羅里達大學(University of South Florida),他於1999年獲得IIT (Illinois Institute of Technology) University Excellence in Teaching Award,於2019年獲NC State University ECE Alumni Hall of Fame殊榮。
張致恩教授與其博士班學生共同撰寫教科書 “Privacy-preserving Machine Learning”, Manning Publications, 330 pages,並於2023年出版。其中涵蓋了Prof. Chang於DARPA Brandeis Program擔任計畫主持人時,在隱私維護機器學習領域所累積的豐富經驗。
