Ashwani KumarHead of Spectrum & 6G Engagement, Standards, Nokia India
Joining Nokia in 2023, he is leading Spectrum Standardization and 6G Engagements, to drive a balance of market requirements, academic research, and policy ambitions in India.
An accomplished industry leader technology & spectrum standardization with 32 years of experience in Telecom industry, Ashwani has served Ministry of Communication as Indian Telecom Service officer (1992 Batch) in Department of Telecom, TEC (Ministry of Communication, India) and BSNL (India’s State Telco) for about 15 years, before taking a next stint with British Telecom, Ericsson, and Huawei in senior leadership roles in 2006.
He has been continuously engaged in spectrum standardization making significant contribution for IMT spectrum in WRC-15, WRC-19 and WRC-23 cycles. He has led modelling and simulations for spectrum coexistence studies to drive the conclusions. Currently, he is actively engaged in WRC- 27 spectrum standardization cycle, with key focus on AIs 1.7, 1.12, 1.13, 1.14, in ITU-R WP4C and WP5D, APT and national study groups (NSG’s) in India. He keeps a close tab on emerging trends in both terrestrial and satellite communication, as well as emerging paradigms in spectrum management.
Also, fully active in 3GPP standardization since Rel. 11, he has shaped strategic priorities and mobilizing global support for Indian MNOs requirements for 4GLTE and 5G/NR in various 3GPP Releases.
Having led evaluation of 3GPP and NuFront RITs in IMT-2020 cycle, he is now engaged in IMT-2030 process, with active contribution to IMT-2030 Framework (M.2160) and the ongoing work on IMT- 2030 Technical Performance Requirements in ITU-R WP5D.
He is also driving strategic alignments among all major global 6G research programs (like NextGen Alliance (NGA), SNS-JU/Hexa-X in EU, 5GMF in Japan) and plugging Bharat 6G Alliance.
He pursued B. Tech. (Electronics & Communication) and M. Tech. (Micro-Electronics), both from IIT Roorkee.
Dr. Kyu-Jin WEEITU-R Study Group 5 Chair
Dr. Kyu-Jin WEE is a Fellow of Korea Radio Promotion Association (RAPA) since 2017. He was a Vice President of Telecommunications Technology Association (TTA) since 2012. TTA is an accredited standard development organization for ICT in the Republic of Korea. Before he joined TTA, he worked in Korean Government more than 20 years for spectrum management and standardization.
He has been participating in various international and regional conferences (ITU and APT) as Korea Delegation. He was a Chairman of APG-19 and APG-23 (APT WRC Preparatory Group) since 2016. He was a Vice-Chair of ITU-R WP5D during the year 2000 – 2023. Currently he is the Chair of ITU-R SG5.

Dr. Jihyun Park is a Fellow in the Department of Spectrum and Network Strategy Research at KISDI (Korea Information Society Development Institute). Her research focuses on spectrum policy. Her research interests include spectrum awards, including pricing and auctions, geographical and spatial use of spectrum, and sustainability of mobile networks. Dr. Park received her Ph.D. in Economics from the University of California, Davis, USA. Before attending UC Davis, she studied Industrial Engineering and Economics at Seoul National University.

*Research Summary:
In the past 5 years, Dr. Shi-Chung Chang has continued to conduct research in three directions: Network Management and Control, Production System Design, Scheduling and Control and Parallel Computing for Large-Scale, Distributed Decision-Making. Results are summarized as follows.
I. Production System Design, Scheduling and Control
I.1 Research on Engineering Service Collaboration System Design
-Is investigating the engineering chain collaboration among design, manufacturing and testing for subwavelength ULSI rapid yiel ramp.
I.2 Research on Optimization Theory with Applications to Production Scheduling and Control
-Is investigating mean and variannce-based priority control and planning for semiconductor manufacturing by using queueing network approximations.
-Combined ordinal optimization-based simulation and a design of experiment method into a methodology for efficiently selecting a good enough solution from combinatorial options and is conducting further study.
-Designed an auction-based scheduling algorithms for job order assignment.
-Combined Lagrange relaxation and minimum cost network flow algorithms into new and optimization-based scheduling algorithms for flow shops with setup effects.
-Developed production scheduling systems based on the algorithms developed for real applications to semiconductor manufacturing factories.
I.3 Design and Implementation of Decision Support Systems for Semiconductor Manufacturing:
-Developed with TSMC a learning software agent for supervisors of semiconductor tool dispatching.
-Designed a queueing analysis and fixed-point iteration-based algorithm for daily production resource allocation.
II. Parallel Computing for Large-Scale, Distributed Decision-Making
Realization of a Lagrange relaxation neural network-based scheduling algorithm into a parallel VLSI implementation (745mW, 3.3V, 100MHz, and 4mmx4mm in chip size)
III. Network Management and Control
III.1 Research on P2P Content Sharing Networks and Services
-Is designing a P2P mobile video surveillance network architecture.
-Is designing digital right management, collusion prevention and incentive schemes for encouraging content sharing.

Guo-Hao WU is Director of Research and Planning Division for Telecom Technology Center (TTC), which assists the communications administration and regulator in implementing the regulatory framework for the communications sector and conducting research on ICT and cybersecurity technologies and industry development.
Mr. WU was in charge of the research on implementing spectrum auction and management, helping government formulate regulations and policies for telecommunications industry and market, network infrastructure and spectrum resource. He has also been actively involved in conducting government auctions for spectrum for 4G and 5G on three occasions.
Mr.WU was the former second deputy convenor of APEC TELWG LSG Steering Group Meeting in TEL64-65.
洪樂文國科會工程技術研究發展處 處長
Y.-W. Peter Hong received his B.S. degree from National Taiwan University in 1999, and his Ph.D. degree from Cornell University in 2005, both in electrical engineering. He serves as Director General of the Department of Engineering and Technologies at National Science and Technology Council (NSTC) and a Distinguished Professor of the Institute of Communications Engineering and Department of Electrical Engineering at National Tsing Hua University (NTHU), Hsinchu, Taiwan. He also held several administrative positions at NTHU, including Associate Dean of the College of EECS (2023-2024), Associate VP of Research and Development (2018-2022), Director of Institute of Communications Engineering (2017-2020), and Director of LiteOn-NTHU joint research center (2018-2024). His research interests include AI/ML in wireless communications, signal processing for IoT and sensor networks, UAV and satellite communications, distributed learning and optimization, and physical layer secrecy.
